
As extreme rainfall events have become frequent due to climate change and the need for water resource management has increased with the establishment of new semiconductor factories in the Honam region, construction of five new dams capable of securing a total water reservoir capacity of 130 million tons is being pursued.
These are sites identified as necessary after reviewing the 14th new dam projects promoted by the Yoon Suk-yeol administration, where the need for flood and drought preparedness and new water supply through mega-projects were deemed essential.
The Ministry of Climate, Energy and Environment announced on the 27th that it has decided to proceed with the construction of five dams among seven sites whose necessity was re-evaluated: Jicheon Dam (Cheongyang/Buyeo), Amicheon Dam (Yeoncheon), Byeongyeongcheon Dam (Gangjin), Huiyanggang Dam (Ulsan), and Gohyeoncheon Dam (Geoje). For Gamcheon Dam (Geumcheon) and Garichon Dam (Uiyeong), the ministry decided to pursue effective alternatives such as utilizing nearby dams for flood control and water resource management, river improvement, and integrated use of reservoirs. The five dams whose construction has been decided share common characteristics: high need for local water management and the necessity to respond to new water demand. The total storage capacity of the five dams is 128 million tons.
The government plans to comprehensively reorganize the dam operation system, which has been fragmented by purpose, into an integrated management model to strengthen flood control capabilities for agricultural dams and power generation dams. Kim Sung-hwan Gi Hu-bu (Minister) stated, "We will reduce damage from floods and droughts and supply water on time to national advanced industrial complexes."
