Criticism has arisen that Kim Yun-se, CEO of Insanga, who was selected as a witness for the National Assembly Commerce Committee's national audit on charges of technology misappropriation but did not attend citing health reasons, employed a "sneaky tactic." The reason is that Kim (CEO) was hospitalized immediately after receiving the National Assembly appearance request to avoid attendance, and is scheduled to participate in a local event once the audit concludes.
Song Jae-bong, a lawmaker from the Democratic Party of Korea, pointed out during the comprehensive audit of the Ministry of Trade, Industry and Energy held at the National Assembly Commerce Committee on the 23rd, "Kim Yun-se, CEO of Insanga, received the national audit appearance request on the 13th and was hospitalized the very next day, the 14th." He added, "They claim that stress caused anemia and weight loss, but can anemia develop and weight drop in just one day?"
Independent lawmaker Kim Jong-min also pointed out, "Kim (CEO) submitted a letter of non-attendance for today's (the 23rd) audit, yet is advertising their attendance at a local event tomorrow (the 24th)." He added, "Given that they are disregarding the National Assembly standing committee in this manner, should not an order to accompany be issued?"
"First and second instances recognized technology misappropriation… Supreme Court deliberations enter third year"
Previously, the National Assembly Commerce Committee selected Kim (CEO) and others as witnesses regarding a technology dispute with CDS Global. Insanga received a salt melting furnace from CDS Global in 2008, but is suspected of misappropriating the technology by filing for a patent under its own name while preparing for its KOSDAQ listing in 2016.
Song (Rep.) stated, "In the lawsuit filed by CDS Global, the Patent Court determined that only CDS Global contributed to this technology, and both the first and second instances ruled in favor of CDS Global." He added, "However, Insanga appealed, and Supreme Court deliberations have now continued for three years and six months."
He continued, "In the meantime, CDS Global went bankrupt, and its founder, Kim Ji-won (Chairman), has passed away." He added, "Kim (CEO), a party to this case, must appear before the National Assembly to directly explain the rights relationship of the technology and the circumstances of the patent filing."
Lee So-yeong (Minister): "If technology dispute mediation is applied for, support will be provided swiftly"
Meanwhile, according to Song (Rep.), the Ministry of Trade, Industry and Energy and the Korea Technology Finance Corporation evaluated that in their project supporting the calculation of damages from CDS Global's technology infringement, the profit Insanga gained from the relevant technology was 27.8 billion won, while the cost that should have been paid had a normal technology contract been established was 2.95 billion won.
Song (Rep.) stated, "Based on this, CDS Global is scheduled to apply for technology dispute mediation by the Ministry of Trade, Industry and Energy in November of this year." In response, Lee So-young, Minister of Trade, Industry and Energy, replied, "If CDS Global applies for technology dispute mediation with the Ministry of Trade, Industry and Energy, we will ensure that assistance is provided quickly and swiftly."
