Ryu Je-myeong, Second Vice Minister of the Ministry of Science and ICT, stated that he is considering the option of establishing multiple domestic AI (Artificial Intelligence) CoE (Centers of Excellence) for AMD. Regarding President Lee Jae-myung's directive to form a 'cybersecurity czar' body, he explained that they are comprehensively re-examining a cybersecurity response system covering both the private and public sectors.
Vice Minister Ryu met with reporters on the 4th at the 'AMD Advancing AI World Tour Seoul 2026' held at the Westin Seoul Parnas Hotel in Gangnam-gu, Seoul, and said, "We are having very specific discussions about where to establish research centers and how many."
When asked about the possibility of establishing multiple research centers, he replied, "It seems that is also under consideration," adding, "Since interests must align with AMD, we are conducting specific discussions on where to set them up."
He took a cautious stance on the possibility of establishment within this year. Vice Minister Ryu said, "Even if it is within this year, there are only two months left," and added, "I am not sure about within this year." He further noted, "They say they will build the research centers on a large scale, so it seems it will take some time."
The Ministry of Science and ICT and AMD are promoting cooperation for building AI computing infrastructure, establishing AI research centers, and cultivating talent. On this day, the first operations committee was also held to concretize the cooperation tasks between the two sides.
Regarding the outlook for cooperation with AMD, Vice Minister Ryu said, "There are many possibilities to work together with AMD in the field of computing infrastructure," adding, "AMD seems to have very good interest and evaluation of domestic hardware and software companies, so I believe many opportunities will arise."
On the competitive landscape of the AI semiconductor market, he predicted, "It seems difficult for a specific company like NVIDIA to monopolize the market in the future."
Meanwhile, regarding the government's ongoing reform of the cybersecurity response system, Vice Minister Ryu stated, "The President has directed us to create an effective and powerful response system covering both the private and public sectors," adding, "We need to discuss what form it will take, but we are considering it comprehensively."
Previously, President Lee Jae-myung emphasized at the State Council meeting the day before that the existing security system must be fundamentally innovated to respond to the increasing sophistication and advancement of cyberattacks. In particular, he directed active consideration of forming a powerful and effective 'cybersecurity czar' body capable of overseeing and coordinating security functions scattered across the public and private sectors.
Vice Minister Ryu explained on this matter, "We are focusing on examining what the limitations of the existing system are in an era of comprehensive cyber hacking like now, and whether we can properly respond to the new environment," adding, "It seems we should view it as a completely comprehensive re-examination."
