The government will discuss measures to secure top-tier AI models as it enters the AGI (Artificial General Intelligence) era.
The Ministry of Science and ICT held the second 'Science, Technology, and AI Future Strategy Meeting' (hereinafter referred to as the Future Strategy Meeting) on the 27th at 9:30 a.m. at the Seoul President Hotel, under the theme 'The Dawn of the Artificial General Intelligence (AGI) Era'.
The Future Strategy Meeting is an initiative by the government to identify key agendas it must prepare and to explore policy directions in order to proactively respond to future societal changes triggered by advancements in science, technology, and artificial intelligence (AI).
There is no globally agreed-upon definition for 'Artificial General Intelligence' (AGI), the theme of this second meeting. However, it is commonly understood as 'AI possessing general intelligence above human levels across diverse fields.' This differs from current AI systems that excel only in specific domains or purposes and have clear limitations. Industry experts predict the arrival of AGI in the early to mid-2030s.
Accordingly, the Ministry of Science and ICT held its second meeting to prepare for the AGI era. Three presentations were delivered in the sequence of 'securing technology and infrastructure → economic and industrial transformation → smooth societal transition.'
First, Professor Kim Jae-cheol of KAIST AI Graduate School presented on 'Measures to Secure Top-Tier AI Models,' emphasizing the need to expand computing infrastructure while also increasing data acquisition and post-training investments. He proposed establishing a virtuous cycle where public sector usage of domestic models leads to more data being fed back into learning processes.
Next, Professor Choi Kyung-jin from the Department of Law at Gachon University presented on 'Designing Laws and Systems for the Token Economy Era.' He suggested that criteria for distributing costs, responsibilities, and benefits arising from AI development should be established in advance, and that laws and systems must enable labor, corporations, data contributors, and the state to participate together.
Finally, Professor Lee Min-ho of Yonsei University College of Medicine presented on 'AGI and Society: Three Markets Transformed by AI.' He diagnosed the shifting trends across labor markets, healthcare, and education, and stressed the need for youth employment protection and reforms in medical and educational systems to respond effectively.
During the subsequent open discussion, participants deliberated on securing top-tier AI models, designing a token economy, restructuring labor, healthcare, and education markets, and the government's response directions. They also freely exchanged views on how AGI will impact various sectors including industry, research and development, defense, and broadcasting.
Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon stated, "The competition to secure top-tier AI models is intensifying, and the pace of AI advancement is accelerating exponentially." He added, "As the AGI era is an inevitable future, it is now time for us to consider how to prepare the necessary technologies, infrastructure, and systems."
