The Kakao consortium announced on the 4th that it has been selected as the operator of the "Everyone's AI" project, which is being promoted by the Ministry of Science and ICT and the Korea Information Society Development Institute (KISA). The consortium will develop an AI platform that allows all citizens to easily and conveniently use AI in their daily lives.
This consortium features a collaborative structure between Kakao, which has access points for approximately 50 million users, and LG Group, which possesses capabilities in AI models, telecommunications, home appliances, and public systems. Kakao will oversee the planning, development, and operation of national AI services and provide user access points centered on KakaoTalk. Its affiliate, Kakao Enterprise, will be responsible for service operation infrastructure such as AI cloud and data centers. LG Uplus will handle joint planning and operation of national services and promote the expansion of phone-based AI services. LG AI Research will provide capabilities for domestic AI models. LG Electronics will expand service access points linked to home appliances, while LG CNS (LG CNS) will support data and system integration in the public sector and development of specialized services.
The "Everyone's AI" built by the Kakao consortium is designed so that users can access needed services through familiar channels such as KakaoTalk and phone-based AI without installing separate apps or learning new usage methods. The core lies in going beyond simple question-and-answer interactions to connect public services with various private specialized services, supporting everything from information search to application and execution within a single flow.
Domestic AI models including Kakao's "Kana-na" and LG AI Research's "K-Exaone" will be applied. For specialized AI services developed in collaboration with multiple participating companies, the focus will be on areas where national demand and perceived impact are significant: employment, finance, health and medical care, and life care. Public services such as Government24 and the AI National Assistant will also be built together.
Specialized services will be jointly developed and verified by combining service capabilities held by consortium member companies and specialized firms in each field. These services will then be linked with various user channels such as LG Uplus's phone-based AI. Subsequently, through Kakao's "PlayMCP" and other platforms, external companies and developers will be able to register and offer services, expanding the ecosystem so that users can easily explore and receive recommendations for needed services.
To secure users, the consortium plans to broadly utilize its online and offline access points. It aims to inform the public about service launches and usage methods through channels commonly used by citizens, including KakaoTalk channels, KakaoTalk Wallet, LG Uplus text messages and RCS, and the U+ONE app and website, thereby encouraging natural first-time use. Offline counseling and education for senior citizens who are not yet familiar with digital services will also be conducted in parallel. Based on this, the goal is to secure 5 million monthly active users by December and expand the user base to 10 million by the end of next year.
The consortium plans to start with platform construction and beta verification in 2026, then evolve into "One Person, One AI Agent," where services are customized according to individual user needs. Following this, it will further enhance personalization features and collaboration among multiple specialized services, while creating an open ecosystem that allows external companies and developers to register and provide various AI services.
