
KT is launching efforts to build an "AI full stack" that connects domestic AI semiconductors, models and platforms, cloud, and networks into a unified system to implement the government's national AI service, "All of AI." The core lies in "AI orchestration," which goes beyond simply combining individual companies' technologies to ensure they function together in actual large-scale services.
According to KT on the 23rd, domestic AI companies including Rebellion, LabelUp, Upstage, and Motif Technologies are participating in this consortium. As the lead company, KT will be responsible for integrating each company's AI semiconductors, computing infrastructure, and AI models and platforms with its own cloud and network services to deliver large-scale national services.
In the AI infrastructure sector, Rebellion, LabelUp, and Vessel AI Korea are participating. The initiative combines Rebellion's domestic NPU (neural processing unit) with LabelUp's AI computing resource management technology and Vessel AI Korea's AI development and operation platform. The goal is to efficiently allocate computing resources and provide stable services even when a large number of AI service users converge simultaneously.
The model and platform sector has also been formed primarily around domestic AI companies. Upstage, Motif Technologies, NC AI, Saltlux, and ActionPower are participating, providing each company's AI models and specialized technologies. The structure aims to utilize diverse models tailored to user environments and service characteristics rather than relying on a single AI model.
KT will connect these technologies with nationwide communication networks and cloud and data center infrastructure. It will also leverage its extensive experience in operating large-scale services for users accumulated through communication services. The company believes that to expand beyond performance competition among AI models into actual services used simultaneously by the public, capabilities to stably integrate semiconductors, computing resources, cloud, and networks are crucial.
In particular, KT plans to develop the consortium's technology integration into "AI orchestration." This approach organically connects different NPUs, computing infrastructures, and AI models and platforms according to service demand, enabling domestic AI companies' technologies to be applied in actual national services. It signifies that "All of AI" can serve as a large-scale demonstration stage for domestic AI technologies.
Lee Jin-hyung, Executive Vice President and Head of the AX Business Division at KT's AX Business Headquarters, stated, "For 'All of AI' to become a service that citizens can reliably use in their daily lives, it requires not only AI models but also supporting semiconductors, computing infrastructure, cloud, networks, and large-scale operational capabilities." He added, "By combining the technological expertise of domestic AI companies with KT's operational experience, we will establish a stable and trustworthy AI service foundation."
