하노이 정상회담의 결과는 나쁘지 않았습니다. 도널드 트럼프 미국 대통령의 치밀한 결정이었습니다. 김정은 북한 국무위원장과의 하노이 정상회담에서 섣부른 선택을 하지 않겠다는 그의 결정은 환영할 만한 조치입니다. 트럼프 대통령은 북한의 지도자인 김 위원장과 만나 화려하지만 엉성한 거래를 하려는 유혹에서 벗어났습니다. 이 덕분에 그는 인정받을 것입니다.
트럼프 대통령은 '조기 평화선언'과 '김 위원장과의 새로운 관계'를 놓고 원칙과 오랜 동맹관계를 정확히 강조했습니다. 김 위원장에게 잘못된 신호를 보내는 것보다 '우호적으로 헤어지는 것이 훨씬 나았습니다. 트럼프 대통령은 김 위원장과 (협상) 거부 과정에서 결단력과 힘을 발휘했습니다.
하노이 정상회담이 갑작스럽게 끝나면서 한반도 위기 상황이 즉시 재개되고 '화염과 분노'(Fire and Fury)의 위협이 재개될 것이라는 추측이 나올 수 있지만 현시점에선 그럴 것 같지 않습니다.
트럼프 대통령은 '김 위원장이 긴장을 고조시키는 핵이나 미사일 등 어떤 실험도 재개하지 않겠다고 약속했다'고 말했습니다. 또 트럼프 대통령 역시 북한의 강력한 반발을 일으킬 수 있는 어떤 활동도 제시하지 않았습니다.
상황이 진정되면서 미국의 동맹국을 포함한 모든 당사국들은 다음 단계를 숙고할 것입니다. 지금은 경솔한 행동을 할 때가 아닙니다. 더욱 확대된 위협을 하는 것도, 미국과 북한 사이의 큰 격차를 해소하기 위한다며 양보를 제의하려는 열의를 보일 때도 아닙니다.
또 현 단계에서 북한의 비핵화를 진전시키는 것에 대한 후퇴나 중단은 북한과 경제협력을 바라보는 문재인 대통령의 생각을 재평가할 가능성을 던진다는 측면에서 주목해야 합니다.
트럼프 대통령과 긴밀한 협력 아래 문 대통령이 다음 행보를 짤 때 어떤 효과적인 중재자나 촉진자 역할을 해야 할 지에 대한 것 역시 주목해야 할 점입니다.
트럼프 대통령은 "우리는 핵무장을 한 북한을 받아들이지 않을 것"이라고 분명히 했습니다. 사실 그것은 단지 미국의 입장만은 아닙니다. 그것은 전세계의 입장입니다.
트럼프 대통령이 정상회담 후 문 대통령과 아베 일본 총리와 직접 전화통화를 한 것은 다행스럽습니다. 미국은 우리가 김 위원장과 북한과의 관계발전을 추진하는 것 때문에 미국, 한국, 일본 사이의 거리가 멀어질 순 없다는 것을 분명히 인식하고 있습니다.

The outcome of the Hanoi summit was not a bad one. It was a very much measured yet decisive move by President Trump. His decision not to make the premature choice in his Hanoi summit with Kim Jong-un was a welcome step. President Trump walked away from the temptation to reach a flashy but poorly crafted deal with North Korean leader Kim Jong-un. For that he is to be commended.
President Trump correctly emphasized principles and longtime allies over a premature peace declaration and his newfound relationship with Kim Jong-un. The “friendly walk-away” was much better than giving a wrong signal to Kim. President Trump effectively demonstrated decisiveness and strength in his negations with Kim.
The abrupt ending of the Hanoi summit may generate speculation of an immediate resumption of a crisis on the Korean Peninsula and resumption of threats of fire and fury. That does not seem likely at this point. President Trump commented that Kim Jong-un promised not to resume nuclear or missile testing, either of which would raise tensions. Nor did the president suggest U.S. activity that could trigger a strong North Korean response.
As the dust settles, all parties, including America’s allies, will ponder their next steps. Now is not the time for rash behavior, neither escalatory threats nor an eagerness to offer more concessions to bridge the evidently large gap between the U.S. and North Korean positions.
Also, it should be noted that this setback or pause in moving forward North Korea’s denuclearization at this stage also offers some necessary space for South Korean president Moon to reassess his current thinking on economic cooperation with North Korea as well as what kind of an effective mediator or facilitator role he may have to play in terms of charting a next course of action in close cooperation with President Trump and his team.
President Trump made it clear that we will not accept a nuclear-armed North Korea. In fact, that’s not just the United States position. That is the world’s position.
It was reassuring that President Trump immediately communicated by phone directly with President Moon and with Prime Minister Abe after the Summit. Washington realizes that there can be no distance between Washington, Seoul and Tokyo as we move ahead on the evolving relationship with Kim Jong-un and North Korea.
